The version from this YouTube video is different from the original version on 1997's "Time Out of Mind". Steel guitarists listed on that record are Bucky Baxter and Cindy Cashdollar. I couldn't find this version on any Dylan site or on iTunes, so we would need more information about this version to make a better guess as to who's playing on it, but I'd guess Bucky Baxter.
