Emmons Pickup Selector - center/both pickups at once not working?

Emmons Pickup Selector - center/both pickups at once not working?
I have an Emmons Lashley LeGrande III that I picked up last year.
The pickup selector has never worked for both necks at once. One position is E9 and the other two are C6.
Should the center position turn on both necks at once? (I'm assuming it should, but just want to make sure this isn't by design).
If not, what's the best approach to fixing this? The selector is pretty grimy. I tried cleaning it (DeOxit and isopropyl did a decent job), but the center is still just C6. Based on the hand-drawn diagrams out there, I looks like it's wired correctly.

It could be mis-wired, or just a bad switch. This might be helpful, from a different thread:

Thanks for the additional info. The one on my guitar looks much blacker (I'm assuming it's soot from years in Texas bars or a smokey studio) than a new one, even after my attempts at cleaning. Might just be easiest to replace it!

Since Emmons is back in business, And producing guitars. I would contact them about a new switch, And drawing to replace in your guitar.
