Fairly new amp. When I turn it on it usually within a few minutes make a popping noise and then loses volume and get real fuzzy then it will pop back on. I tried new cables. I put another rectifier tube in. And thought it may be my power supply for telonics pedal. It still does it.

When it loses volume, hit it hard on the top with your fist. Any noise or change means a loose tube or connector, or possibly a cold solder joint in the amp. And if hitting the amp doesn't make any noise or change, it's probably a bad cap or resistor (a thermal problem) that's failing when the amp heats up.

(A 1989 model is 37 years old, so it's an OLD amp.)

Since Phil Bradbury has marketed Little Walter amps only since 2008, it's not that old.
"89" is a model number.

What's it do after this?
What's your experience with electronics (edit: ...electronics REPAIR)?

A tube could do this, if you have more tubes try replacing them one at a time.

I second Donny's suggestions. I had a long battle with a Blackface Fender that did just what you describe. Changed all the tubes, cleaned all the pots and jacks, no luck. I finally found it was a bad solder joint in the driver section.
